Strengthening treatment systems (Newfoundland and Labrador)

Investment area 1: Implementation of evidence-informed practices

To conduct a systematic review of relevant literature on “best practices” in the targeted areas (provincial standards, guidelines for withdrawal management, and guidelines for concurrent disorders treatment) and synthesize this review into a workable document to guide the development phase.

To develop operational descriptions, measurable objectives and outcome end-points for each targeted area (provincial standards, guidelines for withdrawal management, and guidelines for concurrent disorders treatment) and disseminate these to all front-line clinical managers and staff.
To develop education materials to use in workshop sessions with all front-line clinical managers and staff.
To develop electronic programs to monitor progress in uptake via practice changes and provider and client outcomes.

Investment area 2: Strengthening evaluation and performance measurement

To implement an outcome monitoring program for addictions clients in the province.
The program will include a baseline and follow-up survey in addition to Recovery Management Checkups at one, three, and six months post treatment. Data will be used for quality improvement purposes in addition to facilitating a return to treatment if appropriate.

Investment area 3: Linkage and exchange

One knowledge exchange facilitator in each regional health authority (four in total) was hired to lead the regional activities of investment areas 1 and 2, ensuring smooth implementation of both projects.
